Vance’s interview responded to an exclusive Daily Wire report that revealed an internal DHS directive. According to that investigation, ICE officials in various parts of the country received verbal orders to limit arrests exclusively to individuals with criminal charges or convictions.
That instruction represented a significant shift from the mass deportation campaign that has characterized the administration. The Department of Homeland Security initially attempted to deny the report, calling it «false» and insisting that «no one is off the list» for possible arrests.
Hours after the directive became public, ICE reauthorized its officers to continue arresting immigrants without criminal records. Vance did not deny that the original order existed, but explained it was a matter of «prioritizing limited resources.»

The vice president acknowledged that ICE faces operational limitations in executing all available deportation orders. «If you have a DHS agent and that person can deport one person that day, they can either go deport a violent criminal or a person who hasn’t committed a violent crime; of course, we’re going to prioritize violent criminals,» Vance explained.
However, he insisted that this prioritization does not change the administration’s general deportation policy. «That is not a reflection of the general deportation policy. It’s about fundamentally prioritizing limited resources,» the vice president clarified.
