Vance asserted that large corporations use the program to lower wages. He also said that foreign scammers take advantage of the immigration system. He warned that those attempting fraud will not be allowed to enter the United States. President Donald Trump named him “fraud czar” last April.
According to information from Fox Business, the inspector general of the Department of Labor confirmed the investigations. Anthony D’Esposito stated that dozens of subpoenas have already been issued. The case also includes the Permanent Labor Certification program. Investigators are seeking links to cartels and organized transnational gangs.
What Are H-1B Visas?
H-1B visas allow U.S. companies to hire qualified foreign workers. They are temporary permits to perform specific specialized professions. The sectors that benefit most are technology, healthcare, and higher education. They are also used in scientific research and business development.
These permits have an annual limit established by federal law. Companies must demonstrate that they cannot find available local workers. The process requires prior certification from the Department of Labor. According to Department of Labor data, thousands of applications are processed monthly.

The investigation also includes the Permanent Labor Certification program. This allows employers to hire foreign workers for permanent employment. Investigators have already issued subpoenas to multiple companies involved. The goal is to identify patterns of systematic abuse in the process.
Vance oversaw prior fraud prevention operations throughout the country. He shut down 447 allegedly fraudulent hospice centers in Los Angeles. He also successfully led operations in Minneapolis and Maine. His role as “fraud czar” includes coordinating these interagency actions.

The announcement comes after a federal court decision in Boston recently. A judge struck down the $100,000 fee imposed by Trump. The ruling determined it constituted an unauthorized illegal tax. Congress never approved this fee for new H-1B visas.
