California approved new taxes that will impact the pocketbooks of millions of residents. Governor Gavin Newsom signed the state budget with two fiscal measures. They primarily affect private health insurance and software purchases. Living in the state could become more expensive soon.

The California Taxpayers Association characterized the measures as historic. According to the organization, it is “the largest tax increase in the state’s history.” The state government maintains that they are necessary to compensate for a reduction in federal resources. The changes will take effect during the next fiscal year.

One of the taxes expands levies on healthcare providers. It will seek to raise approximately $2 billion annually for Medi-Cal. Although not charged directly to patients, insurers could pass on costs. A person with private insurance would pay around $100 more per year.

What Healthcare Sector Will Pay More?

The new tax affects healthcare providers throughout California. Funds collected will finance the state Medi-Cal public health program. According to ABC10 reporting, private insurers could pass those costs to customers. This would generate increases in private health insurance premiums.

Estimates indicate that a family of four would face $400 additional dollars annually. This increase will be reflected in monthly health insurance premium bills. Republican lawmakers rejected the measure, considering it unnecessary at this time. They even requested intervention from the Centers for Medicare and Medicaid Services.

The tax seeks to offset the loss of federal health funding. California relies on these resources to maintain extensive public programs. However, critics argue that record spending does not improve quality of life. Republican Senator Roger Niello stated that the budget harms workers and employers.

What Digital Products Are Taxed?

The budget also incorporates a tax on pre-written software programs. These are products that users purchase or download already developed. They will be subject to sales tax in California. The base rate starts at 7.25%, although in some cities it can reach close to 12%.

Chris Micheli, a veteran lobbyist, told ABC10 that the additional tax is approximately 10%. This applies to both purchases in physical stores and digital downloads. The tax will reach everyday tools such as Slack and Adobe. It also affects artificial intelligence assistants and tax preparation programs like TurboTax.
