Migrant Children to Go to New Mass Detention Center

The U.S. Government is preparing preliminary plans to enable a mega-center capable of housing up to 3,000 unaccompanied migrant children. The proposal emerges as federal agencies intensify the detention and deportation of undocumented people throughout the country.

Currently, minors who enter U.S. territory alone remain distributed across a network of more than 150 supervised shelters. Civil organizations express deep concern over overcrowding conditions and the weakening of mandatory legal assistance.

What Does the Mega-Center Project for Minors Consist Of?

The Department of Health and Human Services (HHS) outlined the requirements in a technical meeting to evaluate proposals from private contractors. The facility would operate as an emergency surge center with medical personnel, teachers, and comprehensive assistance services.

The draft specifications contemplate rooms with up to eight children per room, sharing a single toilet, sink, and shower. An HHS spokesperson assured The Independent that the virtual meeting is a standard market analysis procedure with no immediate plans for opening.

Nevertheless, federal specifications require that the selected contractor be able to activate 400 beds within less than 30 days. The complex would include indoor and outdoor recreation areas, complying with the basic ratio of one acre for every 100 children. Although authorities have not announced the exact physical location, final contracts would be awarded before the end of the year.

How Does the Legal Crisis Affect Minors in Custody?

The initiative coincides with a severe reconfiguration of legal representation programs assigned to unaccompanied minors. The Trafficking Victims Protection Reauthorization Act requires the Government to guarantee legal defense throughout the entire process.

However, approximately 20,000 minors lost legal representation after a federal agreement with Acacia Center for Justice expired. Subsequently, the administration awarded a non-competitive contract for $158 million to the entity Our Rescue to provide these services. This federal funding could exceed $244 million, despite internal controversies and resignations at the organization.

What Risks Do Minors Face Regarding Deportation Orders?

The lack of lawyers in court exponentially increases the issuance of in-absentia deportation orders against unprotected minors. An investigation by ProPublica revealed that courts issue more than 10,000 orders of removal or voluntary departure each month against migrant minors.

Defense attorneys have had to resort to appellate courts to stop overnight deportation flights of vulnerable Guatemalan children. Public defenders report that authorities use pressure and misinformation to force minors to sign self-deportation agreements.
