Mexico is preparing legal measures against ICE following the death of Lorenzo Salgado Araujo in Houston. President Claudia Sheinbaum announced that her government will go beyond diplomatic notes and seek stronger legal action.

The decision escalates tensions that have been growing over deaths of Mexicans in custody or during immigration operations. Now, the Houston case could become a broader legal and diplomatic front between the two countries.

Sheinbaum stated that Mexico cannot tolerate mistreatment of its nationals in the United States. She also said that, along with Foreign Minister Roberto Velasco, she will soon present the measures Mexico will take.

What Did Sheinbaum Announce?

The president said her government will seek “more significant legal measures” over the death of the Mexican in Houston. With this, Mexico aims to escalate its response beyond traditional diplomatic channels.

The incident occurred on July 7, when an ICE agent shot Lorenzo Salgado Araujo during a detention operation in Houston. DHS claimed the man attempted to evade arrest and rammed an official vehicle, but that version remains under investigation.

Mexico’s position is based on a clear premise: the migrant’s only offense would have been lacking documentation. This argument connects this case with other previous complaints from the Mexican administration over deaths in detention centers.

What Happened in Houston?

According to DHS, ICE agents attempted to stop a vehicle as part of an enforcement operation. The agency maintains that the driver disobeyed verbal orders and used his car against an official vehicle. That account is what must now be proven with evidence.

The man died in a hospital from injuries sustained during the operation. The FBI and the DHS Office of Inspector General are investigating the case, which opens the door to reviewing timelines, video footage, witnesses, and use-of-force protocols.

The victim’s son, Ronaldo Salgado, said his father was a hardworking man who was in the legal process to obtain a work permit. He also stated that his father was on his way to work and was picking up employees when he encountered the agents.

The contrast between both versions is decisive. If evidence confirms the official account, the case will shift toward a discussion on proportionality. If it contradicts it, criticism of the operation will be much harsher.

Why Does Mexico Want to Go Further?

Sheinbaum recalled that Mexico has already sent diplomatic notes over similar cases. However, she said those responses have not prevented new deaths. That is why Mexico now seeks stronger legal tools.
