The Texas government expanded its offensive against so-called birth tourism after identifying an advertising campaign that promoted childbirth packages in the United States for foreign women. The order to investigate Mission Regional Medical Center, issued by Governor Greg Abbott, revived the debate over access to U.S. citizenship by birthright. This decision placed at the center of discussion the responsibility of hospitals near the country’s southern border. The advertisements were removed following the controversy, while state authorities evaluate possible legal violations in the case.
Abbott’s decision to instruct the Texas Health and Human Services Commission to investigate Mission Regional Medical Center became known last Tuesday. The Republican governor stated in an official letter that the hospital had advertised birth packages in South Texas through billboards in Spanish located near the border and a website. The purpose was to attract pregnant foreign women to give birth on U.S. territory. U.S. citizenship is not for sale and Texas will not allow our health care system to be used as a magnet for birth tourism, Abbott wrote.
The governor warned that any violations detected must be referred to both the state attorney general and district or county prosecutors to evaluate civil penalties and open criminal proceedings. Additionally, the HHSC has the authority to impose administrative sanctions on the hospital if irregularities are detected. Abbott acknowledged the existence of thousands of foreign women who arrive each year in the United States under false pretenses to give birth and secure citizenship for their children. This phenomenon demands a firm legal response according to Texas state authorities.
What Did the Hospital Offer in Its Advertising Campaign?
Mission Regional Medical Center admitted to launching the advertising campaign and acknowledged that it offered natural childbirth from USD 3,950 and cesarean sections from USD 5,525. The hospital confirmed that the billboards, written in Spanish with an international prefix phone number 001, were aimed at potential patients in Mexico. The associated website was removed following the start of the public controversy. Hospital representatives told The Hill that the promotion was suspended after noticing an unintentional misunderstanding.

The hospital insisted that it complies with all applicable federal and state laws and regulations according to local media reports. The campaign had begun in 2021, although the institution did not specify the exact date when the billboards were installed. Images of the advertisements circulated widely on social media before the hospital ordered their removal and took down the associated website. Medical center officials say their priority continues to be complying with the law and serving those who seek their medical services.
The childbirth packages included complete medical services for foreign women who traveled specifically to give birth. The competitive prices sought to attract patients from Mexico and other Latin American countries. The practice of offering these services is not illegal per se, but targeted advertising may violate state regulations.
