House Republicans presented a $95 billion package on Wednesday focused on strengthening defense, helping farmers, and enacting stricter voter registration rules. This initiative is a follow-up to the massive tax cut and spending bill that President Donald Trump enacted last year. The 47-page project, called a budget resolution, is an initiative unlikely to succeed. It is designed to complement Pentagon funding for war with Iran and address Trump’s main priority of changing voter registration requirements.
A more ambitious version of the bill was scaled back to address conservative concerns about how it would be paid for and concerns about the deficit increase. The resolution does not seek reductions in other areas to fund the new government spending. The resolution asks the Armed Services Committee to draft legislation that does not increase the deficit by more than $60 billion. It allocates $13 billion to the Select Intelligence Committee, $12 billion to the Agriculture Committee, and $10 billion to the House Administration Committee. The latter funding would focus on enacting electoral law reform requiring voter registration applicants to present proof of citizenship.
Both the House and Senate will have to approve the same resolution to begin drafting the bill. It could be a lengthy process, with much of the activity occurring after lawmakers return from their August recess and during the election season. Democrats will very likely strongly oppose any version and force Republicans to vote on dozens of difficult amendments. Still, House Speaker Mike Johnson, a Louisiana Republican, expressed confidence in the Republican effort. What Does the Republican Package Include?
The Republican Party’s effort incorporates the request that the Trump administration made to Congress last month to resupply the Pentagon for the war with Iran. Trump then requested $67 billion for ongoing military operations. The resolution asks the Armed Services Committee to draft legislation that does not increase the deficit by more than $60 billion. This funding seeks to cover operational expenses, ammunition, and equipment necessary for the conflict in the Middle East.

Additional aid for farmers facing higher gas and fertilizer prices has become a priority for many lawmakers with large rural constituencies. Tariffs applied by other countries in retaliation against the United States have hurt agricultural exports. The Agriculture Committee would receive $12 billion to assist producers affected by these adverse economic conditions. This includes direct subsidies, crop insurance programs, and support for elevated input costs.
The House Administration Committee funding would focus on enacting electoral law reform through the SAVE Act. This measure requires voter registration applicants to present proof of U.S. citizenship. Trump has insisted that Republicans pass an electoral reform bill, known as the SAVE Act. It has already been approved by the House but lacks the votes to overcome the 60-vote threshold in the Senate, which has 100 members.
