The events occurred on January 14 during a mass immigration raid called Operation Metro Surge on residential streets in Minneapolis. In the preliminary version, immigration authorities claimed that federal agents were attacked with a broom and snow shovel following a vehicle stop. During the altercation, the officer fired his weapon and injured Venezuelan citizen Julio César Sosa-Celis in the leg.

Then-Secretary of Homeland Security Kristi Noem publicly characterized the incident as an attempted murder against officers on duty.
