California Governor Gavin Newsom signed legislation on Tuesday, September 29, 2026, that will prohibit law enforcement agencies from using electric-shock gloves in the state. What Does California Prohibit Regarding ICE’s Electric-Shock Gloves?
Assembly Bill 2760 prohibits the use of wearable electric-shock devices, such as gloves. Its text includes local, state, and federal law enforcement agencies operating in California.
The ban will take effect in 2027 and will expire on January 1, 2030, unless lawmakers change the law. This is not an immediate prohibition or a blanket restriction on all electrical devices used by police.
The law also directs California’s Department of Justice to study the safety of these devices. The agency must present its findings to the Legislature before January 1, 2029.
Why Was the Ban Approved?
Democratic assemblywoman LaShae Sharp-Collins introduced the bill to temporarily halt the use of these gloves while the state examines their risks. The legislator told the Associated Press that ICE’s plans were the trigger for the initiative.

According to that report, ICE awarded a contract worth close to $17 million to purchase 6,000 pairs of gloves. The existence of the contract does not confirm that they have already been used during a migration operation in California.
Newsom signed the measure as part of a legislative package on migration operations and agent oversight. In a statement from the California Government, he defended the need to strengthen transparency and accountability.
