Why Did Meta Decide to Make These Restrictions Mandatory?

Until now, Meta offered security tools on an optional basis, and teenagers rarely activated them. During the California trial, the Colorado Attorney General questioned Instagram’s Chief Executive Officer, Adam Mosseri, about the «Take a Break» feature, which only 1.8% of teenagers used.

In his testimony before the court, Mosseri acknowledged: «I have publicly said that voluntary adoption rates are low.» For that reason, the agreement requires that the new restrictions come activated by default and that only an adult can deactivate them.

What Are the Screen Time Limits for Teenagers?

According to Meta’s official statement, minors will have a daily cap of two hours of combined use between Instagram and Facebook. Additionally, the system will count the time even if the teenager has multiple accounts, as it is designed to detect them.

This is the only restriction that the teenager themselves cannot modify under any circumstances; only a parent or guardian can authorize it. Also, if TikTok and YouTube add similar restrictions, the limit would automatically drop to one hour per app, according to the same source.

On the other hand, every 15 minutes of continuous use a message will appear on screen, with additional reminders when reaching 60 and 90 minutes daily. According to the statement, the goal is to interrupt automatic scrolling so the user consciously decides whether to continue.

How Do Night Mode and School Mode Work?

Night mode will completely block the feed, stories, Explore, and Reels between midnight and 6:00 a.m., according to Meta’s statement. Direct messages are excluded, so teenagers can stay in touch with family and friends during that time period.

This block begins with a committed validity of five years. However, if TikTok and YouTube join the agreement, the commitment would extend to ten years and the time window would expand from 10:00 p.m. to 7:00 a.m.

In contrast, school mode does not close access to the app: it only silences notifications Monday through Friday between 8:00 a.m. and 3:00 p.m., except for direct messages and account security alerts. This measure, according to Meta, will be in effect for 10 years from the signing of the agreement.

What Changes in the Feed, Autoplay, and «Like» Count?

For the first time, teenagers will be able to choose a feed without Meta’s recommendation system filter, according to the company’s official statement. Supervising parents, furthermore, will be able to permanently set that option on the account.

Similarly, «autoplay»—the automatic playback of content—will have a toggle for the first time, requiring the teenager to swipe or tap the screen to move to the next content. As a result, the count of «likes» and reactions will no longer be displayed by default, both on their own and other posts, a measure that—according to Meta—seeks to reduce social comparison among minors.
