The SAVE America Act stands for “Safeguard American Voter Eligibility.” The proposal would require proof of citizenship when registering to vote and a photo identification before casting a ballot. Trump has made that law a political priority for 2026. He claims, without new public evidence, that electoral fraud is “widespread” and that the measure would protect midterm elections.

Why Is There a Clash With the Senate?

John Thune has repeatedly stated that the votes do not exist to pass the bill. He has also said that changing the rules to bypass the filibuster lacks sufficient support. The Republican leader tried to keep the proposal on the floor for weeks. Still, he failed to gather the necessary backing within his own caucus.

The pressure is not coming only from Trump. Senator Mike Lee and other Republican lawmakers also want to keep the Senate in session until the law advances.
