According to an administration official, the Department of the Treasury is issuing checks of $500 per person. The beneficiaries are people who, according to the administration, were overcharged for their medical care.

When did the checks start being sent?

The refunds began being sent Wednesday to more than 950,000 Americans in 30 states. The White House had announced earlier this month that payments would begin in October.
