Karen Bass and Nithya Raman Debate Street Vendors in Los Angeles

Street vendors have become the new flashpoint in the race for Los Angeles mayor. Mayor Karen Bass and Councilwoman Nithya Raman presented opposing views on this issue this week, just over two months before the November 3 elections.

Bass called for stricter rules for vendors who set up stands in front of restaurants. Raman, by contrast, presented a nine-point plan to support this informal workforce sector.

Two positions on street food vending

Councilwoman Raman visited a taco stand on Wednesday, August 26 to present her plan. «Street vendors are part of Los Angeles’ vitality,» she said during the event.

Raman defended coexistence between vendors and restaurants through proper regulation. «If they are properly regulated with health and safety standards, we can ensure that vendors operate safely, cleanly, and with a license,» she stated.

Mayor Bass maintains a different stance on the location of stands. «I don’t think there should be a food vendor in front of a restaurant,» she said.

Legal framework for street vending in California

Street food vending ceased to be a criminal offense in California in 2019, when the Safe Sidewalk Vending Law (SB 946) took effect. That state law requires cities to regulate, not prohibit, this economic activity.

Under that law, Los Angeles issues permits and health licenses for street vendors through various municipal programs. The current debate between Bass and Raman centers on how strict those local rules should be, not on whether the activity should exist.

For many vendors, mostly Latino immigrants, this activity represents their primary source of income. Community organizations have noted that lack of clarity in local regulations creates confusion among those seeking to operate legally.

Raman’s nine proposals

Among the measures Raman details on her website are streamlining the permit process and creating an opportunity center for immigrants. The councilwoman also seeks to protect vendors from harassment.

Raman also proposes special vending districts throughout the city. «These would be zones equipped with sinks, food storage, and bathrooms,» she explained.

These districts would seek to attract customers to designated areas and facilitate compliance with health standards. The proposal is part of a broader debate about how to formalize informal work in the city.

Mayor Bass’s team response

Mayor Bass’s team issued a statement about her management of this sector. According to the text, the Los Angeles Police Department (LAPD) stopped issuing criminal citations to street vendors during her administration.

The statement also details public investment in the sector. «Since taking office, she has invested millions of dollars, including nearly $500,000 during this fiscal year, in the Sidewalk Carts Program for Street Vendors,» the text states.

Bass proposes that vendors eventually move to formal storefronts. «I would like to see street vendors move to brick and mortar facilities so they can be restaurants,» the mayor said.

An issue that resonates with the Latino community

Street vendors are a daily sight in Los Angeles’ Latino neighborhoods. Many of them migrated from Mexico and Central America and found street food vending as their first means of support in the country.

For these families, the outcome of the debate between Bass and Raman is not merely political. It determines whether they can continue working with legal security or face greater restrictions on the streets where they have operated for years.

Both candidates agree that a regulation pilot program is underway. The difference lies in the level of flexibility each proposes for the coming years.
