With this measure, the state seeks to accelerate the distribution of supplies and coordinate agencies. It also aims to facilitate protective work before conditions worsen.

The Department of Water Resources must provide sandbags, pumps, and other materials. Additionally, the measure simplifies purchases and contracts for mitigation work.

Meanwhile, Caltrans will prepare teams to control traffic and close highways. The operation also includes snow removal on mountain routes.

Likewise, Cal OES will coordinate planning with local governments in the state. The government will also strengthen alerts about evacuations and power outages.

«We are preparing early for this El Niño because all Californians deserve to be safe,» Newsom stated. He said this in an official communication from the state administration.

How strong will El Niño be this winter?

NOAA estimates a probability greater than 90% that El Niño will reach very high intensity. This forecast comes from the Government of California.

NOAA’s Climate Prediction Center also calculated a 98% probability. That figure corresponds to the phenomenon being «very strong» before December.

Likewise, areas between Carlsbad and Long Beach also registered effects from wave action. Laguna Beach, Dana Point, and Carlsbad declared emergencies over sand loss.

This erosion is associated with southern wave action related to Hurricane Marie. In Orange, authorities activated their emergency operations center.

In Carlsbad, the measure specifically aims to protect Carlsbad Boulevard. This roadway is also known as the old Highway 101.

What are Kelvin waves and why are they concerning?

Southern California’s coast also felt the effects of Kelvin waves. These are pulses of warm water that raise sea level.

According to CBS News, this phenomenon already contributed to flooding and erosion in the southern part of the state. The Los Angeles Times added that another Kelvin wave is expected this fall.

That new wave could worsen flooding during storms or high tides. The outlet noted that it was advancing along the Mexican coast toward the United States.
